Executive Director, Staff

Joe Barr

Joe Barr has dedicated his career to journalism, communications, and community engagement. His first job was at Venango Video, the public access TV station in his hometown in Pennsylvania. Most recently, he served as Director of Communications for the California Hospital Association, supporting more than 400 hospitals and health systems statewide.

Prior to that, Barr spent three decades as an award-winning journalist and media leader in both commercial and public broadcasting. At Capital Public Radio in Sacramento, he tripled the size of the newsroom, developed the CapRadio network serving public radio stations across California, and launched the community engagement documentary series The View From Here. Under his leadership, CapRadio earned numerous honors, including national Edward R. Murrow, Gabriel, and Sigma Delta Chi awards.

Earlier in his career, Barr was a Senior Producer at the Westwood One radio network, overseeing news coverage for more than a thousand commercial radio stations, and an anchor and reporter at NPR member station KJZZ in Phoenix, AZ. He is a senior fellow with the American Leadership Forum and has been named to Capitol Weekly’s annual Top 100 List of influencers in Sacramento.

Hester Wagner

Hester Wagner is the director/producer for Futures Films Production Company. She runs the Futures Explored Practical Film and Media Studios, a vocational film making program for adults with developmental disabilities.  Hester earned her BA in Theatre Arts from The University of the South in Sewanee, TN and her MA in Educational Theatre from NYU. She worked in New York as a teaching artist and educator in schools and prisons before moving to California in 2007.

Sue Buske

Sue Buske has been involved in cable television field and local cable programming since 1972. Her practice includes providing advice in the areas of initial franchising, franchise renewal, ownership transfer, cable operator performance monitoring, assessment, and all aspects of local cable programming.

Treasurer

Beth Hassett

As CEO of WEAVE, Beth Hassett has led the charge to promote safe and healthy relationships and support survivors of domestic and sexual violence since 2006. A firm believer that when everyone acts, violence ends, Beth is committed to ensuring that every member of our community knows how to recognize and respond to acts of domestic and sexual violence, and how and where to get help when they, or someone they care about, need it.

Throughout her career Beth has been driven by her passion for helping non-profit boards and leaders implement sustainable strategies to move them from good to great, and for building the capacity of individuals and teams to fund and fulfil their missions. She is a frequent local, regional and national trainer and presenter on the topics of fundraising, non-profit leadership, strategic planning, and violence prevention and intervention.

Honors include 2026 Nexstar Remarkable Women, the Sacramento Business Journal’s Corporate Citizenship Award, Sacramento’s Most Admired CEO, Access Sacramento Power of Voice, the FBI Director’s Community Leadership Award, Valley Vision Community Leadership Award, and the Ed Stout Memorial Award for Outstanding Victim Advocacy from the Congressional Victim’s Rights Caucus. An active volunteer, Beth currently serves as a Sacramento First 5 Commissioner, Chair of the Arden + Howe Alliance, and a board member of Capital Stage, the KVIE Community Advisory Board, Midtown Association and Midtown Parks. Beth lives in Sacramento with her husband Kevin, her cat Chloe and her pugs Frida Kahlo and Georgia O’Keefe.

About WEAVE
Established in 1978, WEAVE provides crisis intervention and stabilization services to adults and children in Sacramento County who are victims of domestic violence, sexual assault or human trafficking. Key programs include emergency and transitional housing for survivors and their children, Sexual Assault Response Team, 24 Hour Support and Information Line, Counseling, Legal Services and Prevention Education for youth and adults. Douglas “Dino Love” Carter

Originally born and raised in Washington, DC, Dino is a full-time creative and the founder of Freshdidit Production, a Sacramento-based production company established in 2022.

With a passion for storytelling through the lens, he has been capturing powerful moments in photography since 2018. Known for his authentic style and commitment to quality, Dino has worked to become a trusted brand across events, portraits, and community initiatives.

Since launching the business, he has been deeply involved in community work—partnering with schools, local leaders, and nonprofit organizations to highlight positive stories and elevate underrepresented voices in Sacramento. Dino’s work blends professionalism, creativity and a genuine heart for the people they serve. He is a NELP Sr. Fellow, Class of XVI (16), and currently serves as arts, culture and creative economy commission for district 5.
